The Situation

In support of the City of Fremont’s ongoing improvement to its public parks, SilMan Industries was awarded a contract for a citywide replacement of public park signage. The project is known as “Citywide Parks Identification Signs Improvements” and provides 72 signs at 27 city parks. Work was completed in May 2020.

As the project wraps, project manager Shellia Jefferson said,

Public Parks in the City of Fremont

It doesn’t take more than one visit to a City of Fremont park to recognize the city’s commitment to a high “quality of life” standard for its citizens. Each property is well-maintained, safe, and aesthetically pleasing. The parks are also noticeably well-used, by individuals and city recreation programs.

The new sign design features a stone and concrete “monument” style, in both single and double pedestal versions. Moreover, for added visibility, 9 of the 27 parks added LED uplighting for the signs.

The City of Fremont’s Landscape Architecture division is responsible for the initiative and is managed by Andrew Mayes.

Beyond the park signage project, the City of Fremont is actively engaged with improving and expanding city parks.

The Citywide Park Signage Project

The scope of work for this project includes demolition and removal of current signage, installation of stone and concrete pedestal signs, and in-ground uplighting. SilMan was responsible for the procurement of all fixtures and materials, equipment, labor, and project management.

The signs themselves are made up of concrete slab paving, cobblestone veneer, and pre-cast concrete monument signs.

Electrical services include conduits, raceway, wires, cables, outlet boxes, and junction boxes, and the new uplighting feature calls for below-grade wiring.  The lighting units draw power from existing power poles.

The new sign’s footprint, power for lighting, and demolition of existing signs all required disturbing or removing existing lawn and landscaping. Therefore, finish landscaping of surrounding turf and shrubs, and modifications to existing irrigation systems were provided as part of the project.

Results

Above and beyond the expected outcomes dictated by the contract the SilMan team members were able to provide two recommendations that provided additional value to the City of Fremont:

Utility lines

SilMan is uniquely qualified for below-grade construction with an experience in-house civil team.

In this case, after reviewing the plans, SilMan recommended the relocation of various signs in order to mitigate threats to below-ground utilities in the area during excavation. This action protects crew members, utility company assets, and community members from physical danger and interruption of service.

Concrete slab

Drawing from their experience with concrete installation, SilMan recognized that the weight of the signs could put unanticipated pressure on the footings, as originally conceived.

The SilMan civil team recommended a modified design that includes three blocks instead of two in order to disperse the weight and avoid cracking. They also recommended that mesh be added to the footing for overall fortification.  These solutions help to avoid future repair and extend the useful life and value of the project.

Notably, these gentlemen always bring professionalism and passion to their work.  In this instance, thanks to their leadership, the installation was completed in 100 calendar days, 20 days below the scheduled 120 days.
